This article helps you efficiently manage award negotiations within the Award Negotiations Tracker. By following these steps, you can ensure accurate data entry, track progress, and address potential delays effectively.
To access the tracker, navigate to PM Bridge and select "Award Negotiations Tracker" from the left navigation panel.
STEP 1: Announcements – Find Announcements
Use the Search bar or apply a combination of filters to automatically narrow the list of all announcements.
Select an announcement from the list in the left-hand column to view the data list of selections awarded under the selected announcement.
Preview the announcement details and general notes.
STEP 2: Selections – Filter and Select Individual Selections
Use the filters to narrow the list of selections or use the search function to find a specific selection.
Once a selection is made, the default view will display the Selection Data details.
Fully Awarded Selections will display data as view-only. You cannot edit their data.
STEP 3: Selection Data – Review and Update Selection Data
Project Information: View high-level details about the selection.
Select an item from the dropdown menus for: Priority, Does BABA Apply? Will this Award be fully obligated? Requisition Number? Will this be a Conditional Award?
Financial Information: View the details of the DOE Share, Recipient Cost Share, Total Project Costs for both the Selection and Award phases.
DOE Team: View the DOE Team members associated with the selection.
Membership information is imported from PMC and STRIPES. Update any empty fields to ensure complete team information.
General Notes: Enter any general notes about the selection that are relevant for tracking or communication.
STEP 4: Negotiation Schedule – Manage the Negotiation Schedule
Select the Negotiation Schedule Tab. Review the negotiation schedule details and enter any status or dates associated with your selection.
Schedule Overview: View the information provided to understand your position in the negotiation timeline.
Likely to Meet HCA Deadline: Select Yes or No
Reasons for Delay: Document any Reasons for Delay throughout the negotiation lifecycle. This section will populate in your Program Execution Review Report for each selection.
Award Package Development: Select a status for each applicable milestone for this selection.
Milestones & Tasks: Kick-Off, SOPO, Budget, CBOO, NEPA, Cybersecurity Plan, Requisition Cut and Routed.
- Finalized dates are not required but recommended for optimal tracking and reporting.
Servicing Office Review: As a member of the servicing office, you can edit this section.
- Select a status for each applicable milestone and update the Finalized Date.
Milestones & Tasks: Grants Management Specialist Final Review, Grants Officer Final Review, & Award Issued
STEP 5: Save Changes
- After making any manual entries, click the Save icon in the upper right corner to save your changes.
- To download all data related to your selection, select the Download icon in the upper right corner.
Cancel Negotiation: You can use this option to cancel the negotiation process for the current selection. A popup box will appear, prompting you to input a required justification. Select the save icon in the box to save your entry. This action automatically updates the Project Status to “Cancelled” in the Project Information Section on the Selection Data tab.
Reinstate Negotiation: If you need to restart a canceled negotiation, the "Cancel Negotiation" button will turn yellow after cancellation. Click this button to reinstate the selection negotiation process. A popup box will appear, asking you to input a required justification for the status change. Select the save icon in the box to save your entry. This action updates the Project Status to its last saved status before cancellation.
Frequently Asked Questions
Q: Why can't I edit some of the selections?
A: Selections marked as "Fully Awarded" are historical records and are view-only. You cannot make any changes to their data.
Q: What happens if I don't enter 'finalized dates' for award package development milestones?
A: While not strictly required, entering finalized dates helps you track progress more accurately and provides better reporting. Without them, you might find it harder to see where your negotiation stands in real-time.
Q: Where can I see the reasons for delay I entered?
A: Any reasons for delay you document in the "Negotiation Schedule" tab will automatically populate in your Program Execution Review Report for that specific selection. This helps maintain a clear record of challenges faced.
Q: If I cancel a negotiation, can I undo it?
A: Yes, you can. After canceling, the "Cancel Negotiation" button changes to yellow, indicating it can now be used to "Reinstate Negotiation." You'll need to provide a justification for the reinstatement, and the project status will revert to its last saved status before cancellation.
