DESCRIPTION

This article helps you navigate the Quarterly Assessments feature within PM Bridge. It's designed for all PM Bridge users to track project performance for your office or assigned projects, ensuring you can quickly find relevant information.

pushpin Understanding Your Access: Your ability to view and edit quarterly assessments depends on your role. If you have an approval role of Office Admin or Office Project Editor, you can view and edit all assessments for your office. If you are assigned to a project (excluding CO or GMS/CS roles), you can view and edit its quarterly assessments. All other roles have view-only access. If you need expanded access, contact your Office Admin or Office Project Editor. If they cannot assist, submit a helpdesk ticket by clicking the question mark in the upper right corner of PM Bridge.

STEP 1: Accessing Your Quarterly Assessments

  • View a Single Project's Assessments:

    • Click on a project from your Project List to open its details.

    • In the right action panel, select the Quarterly Assessments tab.

    • Click the QA link to access the previous site for that project.

    • Review current Quarterly Assessments by Fiscal Year and Quarter.

    • Pay attention to the Assessment Status and the color-coded Assessment scores, which include:

      • Current Aggregate Health Score

      • Scope

      • Schedule

      • Cost

    • Select the appropriate Action to complete the project's assessment.


  • View Multiple Projects' Assessments:

    • From the PM Bridge Home Page, select Quarterly Assessments in the left navigation panel.

    • Choose My Projects to view projects assigned to you or use the All-Projects filter to select projects assigned to a specific Technology Office.

    • Select the Quarter you want to view. The default is the most recently ended quarter; adjust this to view previous assessments.

    • Review the Active Projects that match your selected filters. You will see color-coded Assessment scores, including:

      • Previous Aggregate Health Score

      • Current Aggregate Health Score

      • Scope

      • Schedule

      • Cost

    • Select the applicable Action to complete the project's assessment.

pushpin Understanding Assessment Status and Actions: When an assessment has a New status, you can Create or Waive a new assessment. If the assessment status is Approved or Sent, you will have the option to Send Quarterly Assessment Memo. For assessments that are not new, use the Actions Menu to edit, generate a memo, or delete an assessment. You can also update the status to In Progress, Ready for Approval, Approved, or Sent.


STEP 2: Creating or Editing a Quarterly Assessment

  • Initiate an Assessment:

    • For projects with an Assessment Status of 'New', choose Create to begin the Quarterly Assessment process or Waive to create and waive it simultaneously.

    • For projects with an Assessment Status of 'In Progress', select Edit.

  • Complete the Edit Assessment Page: Clicking Create or opening an In-Progress Quarterly Assessment will lead you to the Edit Assessment page. Remember, edited information here is only visible on the Generated Assessment Memo; it will not update in STRIPES/Lab Planning Tool or PM Bridge.

    • Click the APM Indicator (i) icon to view guidelines and thresholds for each health score.

    • Toggle the Calculate Score Automatically option:

      • When selected (blue), the tool calculates the Aggregate Health Score based on your entered scores.

      • When de-selected (gray), you can manually adjust the score or waive the assessment. If waiving, you can enter comments, though it's not required.

    • Fill out all fields marked with a red asterisk. Default scores for Scope, Schedule, and Cost will be 'Feedback Missing' until completed.

    • Note that additional fields appear only if the current or previous aggregate health score is 'red'. They will not appear if the score is 'green' or 'yellow'.

    • Enter Comments explaining your score selections.

    • Be aware that any comments or concerns entered into the CMEI Internal Comments and Concerns field will not be visible in the user memo.

  • Address APM Data Call Fields: These fields are required for the first Quarterly Assessment of each project. If your first assessment was waived, or if the Aggregate Health Score is 'green' or 'yellow', enter 'N/A'. If the score was 'red' in the previous quarter or is currently 'red', complete the following:

    • Explain why the project's health is 'red'.

    • Describe the most recent steps taken to resolve the situation.

    • Outline the next steps planned to rectify the situation.


STEP 3: Completing the Assessment Memo

  • Review and Edit Project Fields: This section populates the Quarterly Assessment Memo. Information is copied from the project when the assessment is created, so review all fields for completeness and accuracy. Blank fields will appear blank on the memo. The following fields are required to send the assessment memo: Project Name (for User Memo), Project Number (WBS or CID), Period of Performance Start Date and End Date, CMEI Project Lead (required to send memo), CMEI Technology Office managing the project, Assessment Date (defaults to creation date), Assessment Type, Recipient Organization, Recipient Project Lead (required to send memo), Recipient Project Lead (Email) (required to send memo), CMEI Program Name, Recipient Address, City, State, Zip.

  • Provide Detailed Comments:

    • Overall Technical Progress: Comment on technical achievements and how well-planned milestones, deliverables, and activities align with schedule and cost. Provide milestone names/criteria and describe performer achievement. Provide at least 400 words for sufficient detail.

    • Overview of Site Visit Including Facilities and Equipment: Use this only for site visits. For Quarterly Assessments, insert 'N/A'.

    • Concerns and Recommendations: Provide feedback on any issues affecting technical outcomes, scope, personnel, schedule, cost, or environmental considerations. If CMEI has concerns about a performer missing a milestone, identify the milestone and explain why/how the performer is not achieving it.

  • Manage Your Assessment Page:

    • Reset current page data

    • Close current page

    • Save current page data

  • Generate and Send Your Memo:

    • Generate PDF: Press to create an Assessment Memo (it will show as 'Draft' until approved).

    • Send Memo: Press to generate the PDF, preview and verify information, then email the Quarterly Assessment Memo.


STEP 4: Sending a Quarterly Assessment

  • From the Actions Menu: For projects with an Approved or Sent status, locate the Send Quarterly Assessment Memo action.

  • Prepare to Send:

    • Press Send Memo to preview the Assessment Memo Email.

    • An approved Assessment Memo will be sent directly from PM Bridge, with the Primary CMEI Project Lead, TPO, and Project Monitor Cc'd. After reviewing the populated fields, verify that all required information is entered and press Send.

  • Verify Email Details: The send email dialog box is read-only. Any necessary changes must be made on the Edit Quarterly Assessments page.

    • Verify Emails and Populated Fields: Confirm the recipient email address and the DOE team member email addresses. If any DOE team member emails are missing, ensure the team member has been added by updating the system of record or by adding them on the DOE Team Tab in PM Bridge (modifications may take a day to transfer).

    • Review Assessment Memo Email: Check each field for accuracy:

      • To: Recipient Project Lead (from the Quarterly Assessment Memo)

      • CC: CMEI Project Lead, TPO, and Project Monitor (at least one is required)

      • From: The current logged-in user

      • Subject: Includes Fiscal Year, Quarter of the Assessment Memo, and Project Title

      • Message: A standardized email template with key details

      • Assessment Memo: Shows the document to be attached as a PDF file.

  • Final Send: Press Send to send the email with the memo attached. The Assessment Status will then update to 'Sent'.

  • Cancel: Press Cancel if you do not wish to send the memo.

Frequently Asked Questions

  1. What if I cannot edit an assessment even though I am assigned to the project?
    Your ability to edit depends on your specific role. If your assignment role is CO or GMS/CS, you will only have view rights. For editing capabilities, you need an approval role like Office Admin or Office Project Editor, or a project assignment role other than CO or GMS/CS. If you need to edit and currently can't, contact your Office Admin or Office Project Editor. If they are unable to help, submit a helpdesk ticket through the question mark icon in the upper right corner of PM Bridge.

  2. Why isn't information I updated on the Edit Assessment page appearing in STRIPES or PM Bridge?
    Information you edit on the Edit Assessment page is only visible on the Generated Assessment Memo. It does not automatically update in STRIPES/Lab Planning Tool or other parts of PM Bridge. This means you must manually ensure consistency if updates are needed elsewhere.

  3. What action should I take if my current aggregate health score is 'green' or 'yellow' but the APM Data Call Fields are still required?
    The APM Data Call Fields are specifically required for the first Quarterly Assessment of each project, or if the aggregate health score calculates to 'red' (either in the current or previous quarter). If your first assessment was waived, or if the current/previous aggregate health score is 'green' or 'yellow', you should simply enter 'N/A' into these fields.

  4. How can I resolve missing CMEI team member emails when sending an assessment memo?
    The send email dialog box is read-only, so you cannot make changes directly there. To add missing CMEI team member emails, you must update the system of record or add the team member in PM Bridge on the DOE Team Tab. Be aware that any modifications made this way may take up to a day to transfer to PM Bridge.
