Q. Which roles are responsible for the day-to-day administration of an announcement and serve as the routine interface between applicants and the U.S. Government? 

A. The Grants Management Specialist (GMS) and Contracting Specialist (CS) roles are responsible for these tasks.

Q. What is the primary responsibility of the Contracting Officer (CO) (Office-Level)? 

A. The CO (Office-Level) is responsible for overseeing the lifecycle of announcements, applications, and Financial Assistance (FA) awards from inception to closeout, ensuring that contracting procedures are followed appropriately.

Q. What additional actions can the Financial Assistance Office Director, Division Director (GFO), or Branch Chief/Team Lead (NETL) perform beyond those of a Contracting Officer or GMS/CS?

A. This role can assign GMS/CS and Contracting Officers to the Announcement Level role for assigned announcements within their servicing office, and review/concur on NOFOs with funding of $25M or more and 301 congressional notifications.

Q. Who is responsible for managing user accounts and approving new role requests within a CMEI office? 

A. The Office Administrator is responsible for managing user accounts and approving, denying, or modifying new role requests for staff in their office.
