How to Create an Account in the EERE Program Information Center

This guide walks you through the steps to create an account in the EERE Program Information Center, whether you’re affiliated with the National Energy Technology Laboratory (NETL) or with Industry, Academia, Non-Profit, or Government organizations.

📌 Important: Your organization must be registered in SAM.gov before you can gain access to the system.


Step 1: Start the Registration Process

  1. Go to the EERE Program Information Center homepage.
  2. Click Create Account in the top right corner.

Step 2: Select the Type of Account

Choose the option that matches your affiliation:

Create an Account

Users who wish to edit, manage, or submit applications through the EERE Program Information must first create an account in the system. Accounts affiliated with DOE National Lab must be approved by an Authorized Organizational Representative (AOR) or Account Administrator (AA) prior to applying to opportunities.

Step-by-step guide

From the EERE Program Information Center Home pageclick Create Account on the top right of the screen.Click FFRDC or NETL Staff to create your account. The information icon gives a description of users which include staff members of the

  •  On the OneID landing page, click one of the OneID authentication methods to continue
    1. Authenticate with PIV Card

      Click the PIV card option to authenticate your account. Verify that your PIV Card is inserted and then click the OK button to sign in.

    🔹 For General Public / Other Organizations

    • Click General Public
    • This includes individuals from Industry, Academia, Non-Profits, Federal, State, or Local Government.

    Step 3: Authenticate with OneID

    You will be redirected to the OneID landing page:

    • For General Public: Click Login.gov under “Sign on with another account.”
    • For NETL/FFRDC: Select any available OneID authentication method.

    Log in with your existing account or follow prompts to create one. You’ll receive a one-time code to verify your identity.


    Step 4: Enter Personal Information

    • Enter your First Name and Last Name.
    • The primary email is pre-filled (from your login credentials).
    • (Optional) Add a secondary email or phone number.

    Step 5: Select Account Affiliation

    Choose your account type based on your role:

    🟦 For NETL Users

    You’ll see three options under “Account Affiliation”:

    • NETL Applicants
    • NETL Technology Development Center
    • NETL Support Services

    Follow the instructions below based on your selection.


    NETL Applicants

                          Click Login.gov to authenticate your account. Choose Sign in or Create an Account. When signing in, a one-time code is sent to the phone number registered to your account. Enter the code and click Submit.

    Provide Personal Information

    1. Enter First and Last Name in the corresponding fields.
    2. The primary email field is inactive, as it is the same email used for authentication.
    3. Optional: enter a secondary email and/or phone number.
    4. On the Account Affiliation field, select

    6. DOE Federally Funded Research and Development Center (FFRDC)
    7. , Click Next

    9. Choose National Energy Technology Laboratory as your FFRDC.
    10. Select the
    11. drop down to choose the Federally Funded Research and Development Center (FFRDC)/ DOE Lab you are associated with, Click Next

    13. Review your profile and click Submit Request.

    Once submitted, your NETL AOR(s)/AA(s) will be notified to approve your account.


    NETL Technology Development Center

    1. Select National Energy Technology Laboratory (NETL) – Award and Project Administrators.
    2. Expand the EERE list and select the Technology Office and role(s) needed.
    3. Review your profile and click Submit Request.

    The appropriate Technology Office administrator will review and approve your account.


    NETL Support Services (e.g., Financial Assistance, Legal)

    1. Select National Energy Technology Laboratory (NETL) – Award and Project Administrators.
    2. Select NETL, choose your role(s), and click Next.
    3. Review your
    4. Review your account
    5. profile and click Submit Request.
    6. Once you submit your request, the AOR(s) and AAs

    The NETL office administrator will review and approve your request.


    🟩 For Industry, Non-Profit, Academia, or Government Users

    1. Under Account Affiliation, select your organization type.
    2. Enter your UEI or organization name. Your org must be registered in SAM.gov.
    3. Click Search, then select your organization from the list.
    4. Review the Organization Details, then click Next.

    If your AOR is not yet registered in the system, you’ll see a message. You may continue registration, but access will be restricted until your AOR approves it.

    1. Choose the role(s) needed (AORs are auto-assigned the AOR role).
    2. Review your profile and click Submit Request.

    Your organization’s AOR(s)/AA(s) will receive a notification to

    review and

    approve your account.


    What Happens Next

    After submission:

    • Your account will be reviewed by the appropriate Account Administrator (AA) or Authorized Organizational Representative (AOR).

    • receive an email once your account is approved and active.
